Planned communities are built top-down, but people mostly live bottom-up. There is bound to be friction.

This was planned to be flexible from the beginning with minimal top-down planning and maximal response to the market. The friction has just been the reality of things not always going as planned, such as problems with the state-run electric company and refusal of the city to pave the road leading past the entrance to Morazan. People not following the rules they agreed to is par for the course and expected to have to be handled.
